Minna Tarkka (1960 - 27 August 2023) was a Finnish media researcher, teacher, producer, publisher and critic who pioneered media art from the 1980s onwards.

In the 1980s, Tarkka co-founded both the Muu-taistilijayassociation and the media art distribution centre AV-arkki. She was also the first director of Muu from 1989 to 1991. Since the 1980s, Tarkka developed the field of media culture and was responsible, among other things, for the planning of the ISEA international electronic art event in Helsinki in 1994 and 2004.

Tarkka began teaching media subjects at Finnish universities in the late 1980s. Tarkka was a professor at the University of Art and Design Helsinki from 1996 to 2001. There she directed a Master's programme in new media and initiated training in digital museum design and interactive television, among other things.

In 2000, Tarkka co-founded a media culture centre called m-cult, which aims to bring together production, research and actors from different sectors of society. The centre focuses on urban and community media, participatory media and new forms of digital media.

In 2008, Tarkka was awarded the AV-arkki rotating prize. Her work in media arts included publications and articles. Her edited works include Taiteen laita [The Nature of Art] (1990), Video Taide Media [Video Art Media] (1993), Johdatus uuteen mediaan [Introduction to New Media] (1996) and Nordic Media Culture: Actors and Practices (2003). Tarkka was awarded the State Prize for Media Art in 2017. (2023)
